Add styling for one-page proposals

Styles the markup generated by torque-sites!180.

  • Spacing will probably want adjusting after looking at it with real proposal.
  • Maximum number of lines for each main area and sidebar area proposal attribute are configurable. (Heck, it can be overridden on Common.css.) It defaults to no max-lines in the main area and max of four lines in the sidebar. We can refine based on real needs (e.g., making exceptions for certain sidebar attributes, etc.)
