Move a bunch of scripts to here

These were in https://svn.red-bean.com/repos/kfogel/trunk/bin/, but
it's easier to maintain them and point others to them in git.  I've
added licenses to the scripts that didn't have them, and made minor
adjustments to a few of the scripts.
