Redesign filters to work with improved Smart Start

This over-large MR makes a bunch of prerequisite edits (like adding new form element styles) before adapting Explore filters to the new Smart Filter code over at torquellmbridge!2 (merged).

Individual commits should tell the story incrementally, but that last one is a doozy.
