Move torque view sidebar code out of TorqueDataConnect

Taking over the sidebars to provide users with the ability to switch views should be something that TorqueDataConnect enables, but does not provide. It's a small, brittle piece of javascript that should be moved into the configuration of the actual systems that want it. Those can be imported directly from the targeted localsettings file.

The more proper place is in a php file that's installed via ansible in https://github.com/OpenTechStrategies/torque-sites
