Some devenv tweaks

While working on https://github.com/OpenTechStrategies/torque-devenv/issues/3 there were a slew of little tweaks and changes that I needed to make to the supporting automation scripts in torque-sites.

Rather than create a bunch of tiny issues I'm creating this meta-issue. I'll provide more context in commits and PRs.
