etl config hosts can't end in `/`

To run the ETL deploy
process you need to populate a config.py
file. The templates had hostnames that end in /
(for https://torque.leverforchange.org/100Change2020/
). This has been fixed up by https://github.com/OpenTechStrategies/torque-sites/commit/22ae276f8a19c330994d87c63b56673f6170624d
We may, however, want to update the wiki.py script which parses that url so it's more robust. I also noticed that right now the parsing logic takes that entire URL, slices off the schema, and uses the end as the "host" -- in reality there is both a host and a path and it seems like we might as well extract the components.
