This is the latest transformation of the old pipeline, which removes all remnants of csv2wiki. The fix-csvs is closer to how it actually was originally, and all the torque work is over in compose-and-upload now. It's named that mainly to be in alignment with the other competitions, even though there's no composing going on. Issue #53: Refactor ETL code to create central utilities

We add type information for the upload, and that was causing issues where proposals were attempting (and failing) to get uploaded for the second line that only had type information.

This adds a bunch of data setup that was previously done manually, making (and checking) convention assumptions about the OTS environment. It now takes care of all the decrypting, and placing things where they should be, so it can be a one stop shop for execution.

This took the pipeline that existed in 0facef07 before we moved to the 2020 competition, restores it into the proper subdirectory, and modernizes it for the new multi competition torque world. This included splitting it into two projects, both 100Change2017 and the secondary view on that aday in 100Change2017Partners, as well as removing a bunch of old files. This adds both the ansible files and the etl pipelines for those competitions.
