The corrections here (located in the subverison directory) all have to
do with bad organization names that broke sorting.

Nothing massive here, mainly just making the structure a bit deeper by
creating top level directories for the base install and the
competitions, then spliting up the docs a little.

There's also a small typo fix where -a was in the usage instead when
the option is -c

This passes through to the compose-and-upload files

As organizations evolve, so must the code.

This is the latest transformation of the old pipeline, which removes all
remnants of csv2wiki.  The fix-csvs is closer to how it actually was
originally, and all the torque work is over in compose-and-upload now.
It's named that mainly to be in alignment with the other competitions,
even though there's no composing going on.

Issue #53: Refactor ETL code to create central utilities

This follows up to r16468 in the corporate repository.

This corresponds to r96 in the internal bigdata repository.

We moved things around in our internal tree, so update installation
paths here accordingly.

The name of the option was incorrect.

We add type information for the upload, and that was causing issues
where proposals were attempting (and failing) to get uploaded for the
second line that only had type information.

This adds a bunch of data setup that was previously done manually,
making (and checking) convention assumptions about the OTS
environment.  It now takes care of all the decrypting, and placing
things where they should be, so it can be a one stop shop for
execution.

This took the pipeline that existed in 0facef07 before we moved to the
2020 competition, restores it into the proper subdirectory, and
modernizes it for the new multi competition torque world.

This included splitting it into two projects, both 100Change2017 and
the secondary view on that aday in 100Change2017Partners, as well
as removing a bunch of old files.

This adds both the ansible files and the etl pipelines for those
competitions.
