There are places where we want to specify what the name in the output is, rather than letting it inherit. At the same time, changed LinkedSecondSheet to take a list of dictionaries, rather than multiple arguments.

This only happens in some places, not on page loads. But it breaks javascript in weird ways as browser tries to render extra thigns. This manifested as breaking visual editor. Change is based on https://www.mediawiki.org/wiki/Manual:$wgUser

This required, for some of the competitions, to run the data through dos2unix, which changed the shas. But also, at the etl library level, we needed to remove the unicode <feff> character that sometimes gets added to the start of the csvs.

Because we now have a deployed wiki that is not torque enabled (the help wiki), and that wiki also needs simplebook installed, we need to split the configuration between the base that installs simplebook, and the one that manages the connection to torque.

It didn't get changes after the ansible refactor, and so failed to work with the mediawiki upgrade correctly. This brings it up to date with the rest of the competitions, and corrects some other errors (like referencing proposals instead of LFC100Change2020 in etl pipeline) so that it once again works in production.

Now that simplebook is in production, the old system can be completely removed. It's also been removed from production.

This required forcing all the competitions with Annual Operating Budget to match values with each other, so that the global TOC worked. To that end, code was put into the central etl library.

Instead of removing the link via editing the sidebar, just hides it via css. The sidebar edit proved too much of a hassle, in that it didn't actually work correctly. Issue #131: Remove 'Printable version' tool from all Torque wikis
