It used to use demo data in order to look at torque generically, but now
will be a catching place for when we want to demo various torque setups
for upcoming features or competitions.

There was an extra line break that caused the output to look like:

Which turned into 3 <ul> items, instead of one with three <li>s

With the changes in e3e100d4, the wrong airtable record was getting
updated (using the old code that just grabbed the first search
response).  This was a bug causing airtable records with identical
appliaction #'s to get overwritten when there was a duplicate between
competitions.

This also involved updating the org_name_update to be more specific to
the fiscal sponsors.  The awardee spreadsheet came with org name updates
as well, which needed to be applied.  Finally, a new awardee TOC was
created.

Tab characters were leading to some malformed links in all proposal
pages, and the test document was not yet updated for the new interface.

This worked with Vector 2010, but was superseded by the new LFC Theme
tab configuration.

This was based on a request from LFC in a meeting.

The previous version was bugged in that the tar command from production
to torque was overwriting the symlink between the torque directory and
the mounted extra drive (in staging).  This fixes it by making the
torque transfer separate and doing specificy what needs to be done.

This was failing on certain production boxes, and it's not really
needed, as our sysadmins keep the boxes up to date.

San Juan, as a state, is in Puerto Rico, which we treat as a different
country from the US.  Now that we're checking for state validity, this
is an invalid combination and needs to bef ixed.
