This updates all competitions to use simplebook instead of collection. If an existing deployment is using collection, the wiki configuration must be manually updated (or explicitly replaced) so that both simplebook and collection are not present at the same time Issue #122

This involved updating a whole bunch of config, and more so in the opass world (for OTS users), as well as removing the duplicate simplesaml deployment host.

Nothing massive here, mainly just making the structure a bit deeper by creating top level directories for the base install and the competitions, then spliting up the docs a little.

With the ansible configuration centralized into a top level torque-sites directory (roles), the majority of the tasks main.yml and supporting files can be removed with the roles being added to the top level playbook.

We added this in production, but needed to make sure it got backported to ansible. This adds a single line to the simplesaml installation for the EO2020 competition, linking it to an okta instance. There's a companion change in opass with the key given to us for this competition.

This took the pipeline that existed in 0facef07 before we moved to the 2020 competition, restores it into the proper subdirectory, and modernizes it for the new multi competition torque world. This included splitting it into two projects, both 100Change2017 and the secondary view on that aday in 100Change2017Partners, as well as removing a bunch of old files. This adds both the ansible files and the etl pipelines for those competitions.
