Now that simplebook is in production, the old system can be completely
removed.  It's also been removed from production.

This should be a complete shell for a new competition, with some of the
documentation moved out of the base README.md.  With these instructions,
someone should be able to quickly get a new site up and running.

Fixed one small mistake and added a handy reference point for people who
might not have read through the DESIGN.md but want to confirm their
installation is working via login.

Older versions of ansible have a bug related to mysql permission
granting causing weird syntax errors in some cases. We now guide
users to the version without this so they don't face that bug.

Issue #85

Now that our template files support envsubst, lets let the good people
know!

Nothing massive here, mainly just making the structure a bit deeper by
creating top level directories for the base install and the
competitions, then spliting up the docs a little.

Because roles are getting centralized, the documentation needs to be
updated with how and how to configure it.

Mostly documentation improvements.

As organizations evolve, so must the code.

This adds a centralized, refactored, etl pipeline that all competitions
can depend on.  This prevents the rampant copying and pasting of etl
pipelines as new competitions are created, and prevents the coderot from
modifying later etl pipelines that don't make it back into the original
ones.

Version 1 because this is based on the Climate2030 pipeline that doesn't
have a number of features that older, more complete pipelines have.
Those will get added incrementally.

Issue #53: Refactor ETL code to create central utilities

This follows up to r16468 in the corporate repository.

These are needed because the etl pipeline generates large attachments.
Because it's an apache configuration, this probably shouldn't live in
ansible, but maybe it should.  For now, documentation is enough.

We moved things around in our internal tree, so update installation
paths here accordingly.

Also updates various docs for the system as it came to be rather
than the system as we originally intended it.

The DESIGN.md came from github.com/OpenTechStrategies/torque
before we split it apart
