Style admin review table

This MR adds most of the styling needed for the admin review table, although it will improve.

Note that it requires Torque be loaded as well or else some of the elements won't look or behavior correctly.

It does:

  • Style the table at rest
  • Use dropdowns for the filter/assign menus and the comments breakout
  • Add the little status badges

It still needs:

  • Correct display of the status badges in the dropdown menu
  • Nesting the flagged reasons into a sub-menu (or other solution) in the Status filter
  • Better display of the comments in the drop-down
