Add main page styling

This MR adds the CSS necessary to support styled main pages.

Note that the markup for main pages differs from that provided in the current example. The CSS file contains example markup in its header, but this will need to be adapted for each context.

@frankduncan I can work with you to adapt the Gulf Futures main page to this markup.
