Frank Duncan requested to merge hide-edit-section-links into main

We used to only want to hide them in proposals, because we used a different method of editing and wanted to keep the pure mediawiki experience. However, with the new theme, and new direction of separating the look and feel from mediawiki, the links are a bit offputting, and so we can hide them altogether.
