Add rev_review to internal review phases

This is required for the dashboard submissions heading to correctly display the number of internal review submissions in the new workflow (introduced in 3f3e915c)

Issue ots/clients/smex/hypha-tracker#5: Internal Review filter does not display submissions currently in the Internal Review phase
