Allow reviewers to see Projects and reports

Without these changes, reviewers cannot see the progress of grantees' projects in the projects area.

We anticipate simpler permissions designs in some future upstream version, see comments at and following https://github.com/HyphaApp/hypha/issues/4093#issuecomment-2289558803 Following those changes perhaps these changes can be configured by administrators via settings or some other mechanism.

In the meantime, this commit lets reviewers see projects and reports.
