Remove CLOSING as a project status from workflow and status bar

Frank Duncan requested to merge ardc-286-remove-project-closing into ardc-main

This doesn't fully remove it, as there may be other things depending on that status, as well as data in the database that uses it.

Issue ots/clients/ardc/hypha-tracker#286: In the Projects timeline, remove 'Closing' as a workflow step
