Fix #264: Add javascript to view reviewers

Frank Duncan requested to merge ardc-264-fix-reviewer-view into ardc-main

During the upgrades, the javascript to toggle reviewers was removed, as that was not important to the future upstream view. However, that javascript was re-added to the admin interface, and the reviewer interface was missed. This fixes that oversight.
