Auto-select a Determination and pre-fill textarea

Jesse Bickel requested to merge ardc-255-prefill-determination-msg into ardc-production-issues

On a new Determination for a Submission, auto-select an option where possible. The selection is based on higher-valued numeric option values making more sense than lower-valued numeric option values. E.g. the value "2" is chosen over "1" which is chosen over "". At this time the "Approved" Determination is associated with "2", therefore when "Approved" is available, "Approved" gets selected automatically.
