Put proposal info on right in determination form

Jesse Bickel requested to merge ardc-254-proposal-info-next-to-determination-msg into ardc-production-issues

Previous markup and style changes moved the proposal information below the "message for applicant" box. This change moves the proposal information to the right by making the new enclosing/parent HTML element a flex element again.
