Add JS to stop multiple submits of comments form. If works well it can be expanded to all forms. Same code used in the old Drupla site.

Load all submissions in one query for efficience. Use sub instead of replace so not replacing #1234 with #123 links. Catch short codes on end and start of line.

Make submission shortcodes in the format #1234 expand to links to the submission in reviews and comments.
