Filter the views with submission to review and have been revied to only submissions with active statuses.

Allow applicants to edit approved submissions. This is a temporary fix until we have a new state in place.

Make is possible for staff to set all workflow states on submissions, not only the lead as it's now.

This makes significant changes to the way the visibility of phases are handled.

We confirm that users can "view" the phase. If not we then remove the phase
from the list of phases they are shown. We then make sure that we always
have a valid list of phases when we build the status bar
