pydecimal complains about:

This reverts commit b3611482195f7f33cded55f3aceac4e597352a60.

Reorder requirements.txt and remove unused packages. This is a preparation for more package updates and futhor on Django/Wagtail updates to latest version.

Updading social_auth_app_django to 3.x to handle new Google API for oauth2. The Google+ API is going away.

Switch to django-pwned-passwords instead of django-pwnedpasswords-validator, better error handeling.
