Use local jquery and normalize files. Run no-js to js class toggle as early as possible. Add empty tinymce skin.min.css.map to avoid missing file error on local dev.

JS jQuery need to be loaded in header for base.html as well since that is used for public facing apply forms.

Add autoDisplay: false to the Google translate widget so the bar only shows for other languages than English.
