Review and updates to flow in page (#1390) 

* Make activities private where appropriate
    * APPROVE_PROJECT,
    * REQUEST_PROJECT_CHANGE,
    * SEND_FOR_APPROVAL,
*Updates to project detail page to crate a "flow" of PAF > request approval > approve or request changes.
