Do arrange left/right more often

The laptop on the right isn't the default arrangement when we boot, so I
was hitting the switch monitor key three times to fully cycle, just to
trigger the left/right logic.  Here we change that.  Left/right logic
now gets run instead of cycling if both displays are on but not
left/right correct.
