TorqueDataConnect needs to be internationalized

Right now there's no internationalized strings, and a lot of english in the php files. This all needs to pulled out and put in i18n files like other MediaWiki extensions. See other plugins for example, and https://www.mediawiki.org/wiki/Localisation

We only need localization for english.

Also, the special page names should show up correctly in the main Special Pages list.
