Additional legend / layer customization

We want a few more settings options:

1. Layer control can have a custom title.
2. Layer control UX position can be specified by a mapmaker.
3. Legend UX position can be specified by a mapmaker.
4. Layer control expansion can be modified by a mapmaker (e.g. it is expanded by default)
